How do you get toddlers to not be afraid of pools?

I always take my kids to our complex pool. But one of my sons is terrified of stepping foot in the water. His brothers show him how much fun it is and everything. But if he gets splashed he runs straight to me and his baby brother and leaps into my lap and clenches me. I mean the only thing that every happened is he fell two inches into a pool when he was learning to walk. Could that have traumatized him? He brushed it off like no big deal... But now he just sits and *literally* gets the **** out of him... He runs away. Wraps him self in a towel. Even I have gotten in a lifted him up into the water. He screamed Daddy No! And I immediately got him and myself out. It breaks my heart to not see him swim and play with his brothers. Help please?
