Is it bad that I use the vacuum to keep my daghter out of the kitchen?

My daughter is terrified of the vacuum cleaner and I don't know why? Well I set the vacuum cleaner in front of the kitchen entrance and she won't go near it. My husband thinks it's mean and that I will traumatize her. I just want her to stay out of the kitchent when things are cooking. I don't do it all the time as the kitchen is baby proofed. She is 20 months old.
